The project to create a unique and universal identifier standard (LEI) has emerged from the highest international level, and this is data that must be available to any user, without any restrictions and at a low cost. The Legal Entity Identifier exist to establish more effective risk monitoring rules, through better management reporting that will in turn better analyze and measure system risk. It must be certified by the LOU every year.
As requested by the Ministry of Economy and Finance in France, INSEE was assigned as local pre-operator (or "pre-LOU") responsible to attribute a pre-LEI to French legal entities. The LEI is allocated starting from a correspondence with the SIREN code according to a rate schedule established by the decree of the Minister of Economy and Finance the 28 June 2013.
